About OAuth clients

Clients are public and use PKCE, so there is no client secret to keep.

The environment follows the person. A sign-in test account you create here is sandbox: it signs in on the consent screen with its phone number and the code shown when you create it, connects only to this application's clients, and its orders are simulated, with no card and no charge. The test accounts on the Sandbox test accounts page cannot sign in here.

Every other person, your own Layout account included, is production. They can connect only once Layout approves your application, and confirming then places a real, charged order.
